Gatekeeper Program The Gatekeeper Program is a collaborative effort between the Sheltering Arms Senior Services, the United Way, and several other companies and agencies. Public service and utility workers who encounter the elderly in the course of their day-to-day work are trained to recognize potential problems and refer frail and isolated elders for help. Individuals needing case management are served by Sheltering Arms Senior Services.
