Utility Assistance STAFF The Utility Assistance staff’s hard work and dedication enables Sheltering Arms Senior Services to serve more than 15,000 Harris County residents annually through the federally-funded Comprehensive Energy Assistance Program and other privately-funded assistance programs. When the weather is particularly hot, they work even harder to distribute additional energy crisis funding and help keep our elderly clients safe from the heat.
